[학교안전=뉴스보고] 오영세 기자= 학교안전공제중앙회(이사장 정훈, 이하‘공제중앙회’)가 창립 17주년을 기념해 오는 9월 24일 글래드호텔 여의도 블룸홀에서 ‘2024 세계학교안전 콘퍼런스 및 박람회(World School Safety Conference & Expo 2024)’를 개최한다.

 

이번 행사는 세계 각국의 관련 분야 전문가를 비롯해 정‧관계 인사, 교육부 및 시‧도교육청 관계자와 유관기관 등이 참석해 그간의 학교안전 정책추진 성과를 공유하고 미래 학교안전의 발전 방향에 대해 논의하는 교류의 장이 펼쳐진다.

 

세계학교안전 콘퍼런스에는 재난안전 전문가인 네덜란드 트벤테대학교 르네 토렌블리드(René Torenvlied) 교수가 학교현장의 재난관리 및 위기대응 등과 관련해 ‘격변하는 시대 속 학교안전: 위험 관리 및 위기 학습을 위한 교훈(School Safety In Turbulent Times Lessons for risk management and crisis learning)’이라는 주제로 기조 강연을 진행한다.

 

두 번째 기조강연자 역시 신기술 사이버 보안 전문가인 미국 조지아대학교 앤드류 위포드(Andrew Whitford) 교수는 올해 말 도입 예정인 ‘학교안전지원시스템’과 관련해 ‘디지털 방어: Zero Trust(강력한 보안프레임워크)에서 제공하는 미래 스마트 시티에 대한 통찰력(Digital Defenses: Insights for the Smart Cities of Tomorrow from Zero Trust)’이라는 주제로 강연을 한다.

 

이어서 임도빈 서울대학교 행정대학원 교수가 좌장을 맡아 세계 각국에서 참석한 패널들이 학교안전을 주제로 각국의 안전정책 사례 발표 및 토론을 진행할 예정이다. 히로코 시마다(Hiroko Shimada) 일본 교토대학교 교수, 엄석진 서울대학교 행정대학원 교수, 펠리시아 이스타드(Felicia Istad) 고려대학교 교수가 토론자로 참여한다.

 

특히 일본의 시마다 교수는 ‘스마트 시티와 학생의 웰빙:일본의 관점에서(Smart City and Well-being of School Children: Japanese perspective)’라는 주제로 스마트 시티를 기반으로 한 학교안전 정책 사례를 발표하고, 노르웨이 출신 이스타드 교수가 ‘오슬로에서의 통학로 안전강화(Enhancing School Route Safety in Oslo)’라는 주제로 교통안전 어플리케이션을 활용한 통학로 안전강화 정책 사례를 제시한다. 한국의 엄석진 교수는 ‘학교안전사고 예방과 보상의 패러다임 전환’이라는 주제로 내실있는 학교안전정책 수립과 공제중앙회의 역할 등 법제 마련의 필요성을 제안할 예정이다.

 

한편 공제중앙회는 학교안전에 대한 국민들의 관심을 유도하고 안전문화 확산을 위해 매년 학교안전사고 데이터 분석·활용 경진대회와 학교안전 공모전을 진행하고 있다.

이날 행사에서는 ▲제11회 안전한 학교안전 공모전과 ▲2024 학교안전사고 예방 정책 공모전 ▲제2회 학교안전사고 데이터 분석·활용 경진대회 시상식을 개최한다. 시상에는 부총리 겸 교육부장관상, 행정안전부장관상, 시·도교육협의회장상, 학교안전공제중앙회이사장상 등 총 65개의 상을 수여한다.

 

박람회는 전시회와 체험관으로 구분되어 진행되며 행사장 내에는 공모전 및 경진대회 수상작 52개 작품과 안전교육 콘텐츠 2000여 종이 전시된다. 체험관에는 현장체험학습 사전안전교육을 주제로 한 메타버스 콘텐츠 시연과 자전거, 전동퀵보드 등 개인형 이동장치 이용과 관련된 VR 안전교육 체험부스를 운영해 남녀노소 누구나 직접 체험할 수 있는 자리를 선보일 계획이다.

 

그 외에도 공제중앙회는 대학 관계자를 대상으로 대학안전사고 보상공제워크숍을 개최해 대학 현장의 안전사고 대응 방안에 대해 심도있게 논의하는 자리를 마련한다. 이번 워크숍에서는 ▲대학안전사고 주요사례 및 안전관리 방안 안내 ▲대학안전관리계획 컨설팅 강연 ▲대학안전관리 업무와 교육부 감사 사례 안내 ▲대학안전사고보상공제 행정사항 안내 등의 프로그램이 진행된다.

정훈 이사장은 “공제중앙회는 작년 9월 국내 학교안전에 관해 대국민 홍보 캠페인 및 선포식을 개최해 학교안전의 중요성에 대한 국민들의 인식을 한 단계 높이는 중요한 계기를 만들었다”며 “글로벌 시대에서 올해는 제2탄으로 세계학교안전 콘퍼런스 및 박람회 행사 개최를 통해 국민 모두가 학교안전의 중요성에 대해 관심을 갖고, 대한민국의 미래 주역인 아이들이 안전하고 행복한 학교생활을 할 수 있는 환경을 함께 만들어 가는데 동참해주길 바란다”고 말했다.

 

또 “공제중앙회는 현장중심의 예방활동, 체험관 운영 지원 등 다양한 사업을 추진하고 있으며, 학교배상책임공제, 재외한국학교안전공제사업 운영 등을 통해 안전한 학교환경을 조성하고 학교안전 사각지대를 해소하는 일에 매진할 계획”이라며 “앞으로 공제중앙회가 학교안전사고 보상 및 예방사업 전문기관로서 주도적 역할을 해나갈 수 있도록 교육부의 제4차 학교안전사고예방기본계획 수립과정에 적극적으로 참여하고 있다”고 덧붙였다.

이어 “교육부 산하에 한국교육시설안전원, 한국교육환경보호원, 어린이집안전공제회 등 학교안전과 관련한 유관기관과 안전한 교육환경조성이라는 공동의 목표를 갖고 견고한 협조체계를 구축해야 한다”며 “공제중앙회는 각종 재난으로부터 학교현장을 안전하게 보호하고 교직원의 안전 역량을 향상시키기 위해 ‘안전체험교육 교직원 종합연수원 건립’을 적극추진하는 등 예방사업 내실화와 공제서비스 고도화에 역점을 두겠다”고 강조했다.

 

정 이사장은 “이번 세계학교안전 콘퍼런스 및 박람회를 통해 학교안전 정책에 대한 국제교류의 장을 마련함으로써 대한민국 학교안전이 한걸음 더 나아갈 수 있는 계기가 되길 바란다”며 “K-학교안전문화 확산을 위해 사회 각계각층의 많은 분들의 관심과 참여를 부탁드린다”고 당부했다.

[School Safety=News Repository] By Young se Oh – To commemorate the 17th anniversary of the Korea School Safety Mutual Aid Association (President Jung Hoon, hereinafter referred to as “the Association”), the “2024 World School Safety Conference & Expo” will be held at Glad Hotel Yeouido Bloom Hall on September 24.

 

This event will bring together experts from related fields worldwide, government officials, education ministry personnel, representatives from city and provincial education offices, and other relevant organizations to share the progress of school safety policy initiatives and discuss future directions for the development of school safety.

 

At the World School Safety Conference, disaster safety expert Professor René Torenvlied from the University of Twente in the Netherlands will deliver the keynote speech on “School Safety in Turbulent Times: Lessons for Risk Management and Crisis Learning,” focusing on disaster management and crisis response in schools.

 

The second keynote speaker, cybersecurity expert Professor Andrew Whitford from the University of Georgia in the U.S., will discuss “Digital Defenses: Insights for the Smart Cities of Tomorrow from Zero Trust,” offering insights into future smart cities with the forthcoming “School Safety Support System” set to be introduced by the end of the year.

 

Following the keynote speeches, Professor Im Do-bin from Seoul National University’s Graduate School of Public Administration will lead a panel discussion featuring presentations and discussions on school safety policies from various countries. Panelists include Professor Hiroko Shimada from Kyoto University in Japan, Professor Seokjin Eom from Seoul National University, and Professor Felicia Istad from Korea University.

 

Professor Shimada from Japan will present a case study on school safety policies based on smart city infrastructure, titled “Smart City and Well-being of School Children: A Japanese Perspective.” Norwegian Professor Istad will share a case study on enhancing school route safety in Oslo through a traffic safety app, titled “Enhancing School Route Safety in Oslo.” Korean Professor Eom will present on “Paradigm Shift in School Safety Accident Prevention and Compensation,” proposing the necessity for more robust school safety policies and legislative frameworks, along with the role of the Association.

 

Meanwhile, the Association holds annual school safety data analysis competitions and school safety contests to raise public awareness of school safety and promote a culture of safety.

 

On the day of the event, awards will be presented for the 11th Safe School Safety Contest, the 2024 School Safety Accident Prevention Policy Contest, and the 2nd School Safety Data Analysis & Utilization Competition. A total of 65 awards will be presented, including the Deputy Prime Minister and Education Minister’s Award, the Minister of the Interior and Safety’s Award, the Chair of the Provincial and City Education Cooperation Association’s Award, and the President of the School Safety Mutual Aid Association’s Award.

 

The Expo will feature exhibitions and experience zones, with 52 award-winning works from contests and over 2,000 safety education contents displayed. The experience zone will offer hands-on experiences with VR safety education for personal mobility devices such as bicycles and electric scooters, as well as a demonstration of metaverse content for pre-safety education for field trips, providing an interactive learning environment for all ages.

 

In addition, the Association will hold a University Safety Accident Compensation Mutual Aid Workshop for university officials, providing in-depth discussions on university safety accident response measures. The workshop will cover major university safety accident case studies and safety management strategies, consulting on university safety management plans, guidance on university safety management tasks, and an explanation of the mutual aid for university safety accident compensation.

 

President Jung Hoon stated, “Last September, the Association held a national public relations campaign and proclamation ceremony to raise public awareness of school safety, which marked an important milestone in raising the public’s understanding of the importance of school safety. This year, through the second phase of the World School Safety Conference & Expo, we hope that everyone will take an interest in the importance of school safety and work together to create a safe and happy school environment for the future leaders of Korea.”

 

He added, “The Association is committed to various projects, including field-centered prevention activities and support for operating experience zones. We will work tirelessly to create a safe school environment and eliminate blind spots in school safety through programs like school liability insurance and safety mutual aid for Korean schools abroad. As part of this effort, we are actively participating in the Ministry of Education’s process for formulating the 4th Basic Plan for School Safety Accident Prevention.”

 

He continued, “The Association will strengthen its collaborative efforts with related organizations such as the Korea Education Facility Safety Institute, the Korea Educational Environment Protection Institute, and the Childcare Safety Mutual Aid Association, all of which share the common goal of creating a safe educational environment under the Ministry of Education. We will focus on enhancing the quality of preventive projects and advancing mutual aid services, including the construction of a comprehensive training center for safety experience education for school staff, to protect schools from various disasters and improve staff safety competence.”

 

President Jung concluded, “We hope that the World School Safety Conference & Expo will serve as a platform for international exchange on school safety policies, enabling Korea to take a further step forward in school safety. We ask for the interest and participation of various sectors of society in expanding K-School Safety Culture.”
