[뉴스보고=오영세 기자] 부산 앞바다에서 인도–대한민국 해군 간 첫 양자 해상훈련이 닻을 올렸다.

 

10월 13일 부산 해군기지에 기항한 인도 해군의 시발릭급(Shivalik-class) 유도탄 스텔스 프리깃함 INS 사히야드리(Sahyadri)는 대한민국 해군과 함께 인도–태평양 전략 협력의 새 항로를 열었다.

 

이번 훈련은 양국 해군이 오랜 기간 논의해온 양자 교류의 결실이자, 양국의 ‘전략적 동반자 관계’를 실질적으로 강화하는 역사적 이정표로 평가된다.

 

대한민국 해군은 환영식에서 “양국 해군의 협력은 자유롭고 개방된 인도–태평양을 위한 연대의 상징”이라며 “공동 해상작전 역량을 실질적으로 강화하는 계기가 될 것”이라고 밝혔다.

 

인도 측은 이에 “양국이 해양 안보의 책임 있는 파트너로서 협력의 범위를 확대하길 기대한다”고 화답했다.

 

INS 사히야드리는 2012년 취역한 인도 자국 설계·건조의 대표적 스텔스 프리깃함으로, 인도의 ‘자립 인도(Aatmanirbhar Bharat)’ 비전의 상징으로 꼽힌다.

 

현재 인도 동부함대(Eastern Fleet)에 소속되어 비샥하파트남(Visakhapatnam)을 모항으로 운영되고 있으며, 그동안 인도–태평양 및 남중국해 작전 배치 등 다자 협력에 꾸준히 참여해왔다.

 

이번 부산 기항은 단순한 방문을 넘어 기항 단계와 해상 단계로 구성된 복합 훈련으로 진행된다.

 

기항 단계에서는 양국 해군 장병 간 상호 함정 방문, 교차훈련, 우수사례 공유, 친선 체육경기 등이 예정되어 있으며, INS 사히야드리의 함장은 대한민국 해군 고위 관계자 및 지역 주요 인사를 예방할 예정이다. 이어지는 해상 단계에서는 INS 사히야드리와 ROKS 노적봉함(Nojeokbong)이 함께 해상기동훈련을 수행한다.

 

양국은 이번 훈련을 계기로 해상안보, 기술 교류, 인적 네트워크를 아우르는 종합 협력체계 구축을 목표로 하고 있다.

 

특히 인도 해군의 이번 한반도 해역 작전 배치는 인도가 ‘책임 있는 해양 파트너(Responsible Maritime Partner)’이자 ‘선호받는 안보 파트너(Preferred Security Partner)’로서의 위상을 더욱 공고히 하고 있음을 보여준다.

 

한–인도 해군의 이번 첫 양자훈련은, 자유롭고 개방된 인도–태평양(FoIP)의 비전을 공유하며 해양 질서의 안정과 협력의 새 모델을 제시한 상징적 사건으로 평가된다.

 

양국은 향후 정례화된 해상훈련을 통해 협력의 지평을 더욱 넓혀갈 전망이다.

[News Repository=Reporter Oh Young-se] The first-ever India–Republic of Korea (ROK) bilateral naval exercise has set sail off the coast of Busan.

 

On October 13, the Indian Navy’s Shivalik-class guided-missile stealth frigate INS Sahyadri docked at the Busan Naval Base to embark on a new course of strategic maritime cooperation with the ROK Navy.

 

This exercise marks the culmination of long-standing discussions between the two navies and is seen as a historic milestone strengthening the strategic partnership between India and South Korea.

 

During the welcoming ceremony, the ROK Navy emphasized that “the cooperation between the two navies symbolizes solidarity for a free and open Indo–Pacific,” adding that the exercise would “further enhance joint operational readiness and interoperability.”

 

The Indian side responded, expressing hope that “both nations will expand their partnership as responsible maritime security partners.”

 

Commissioned in 2012, INS Sahyadri is one of India’s indigenously designed and built Shivalik-class stealth frigates, representing the vision of “Aatmanirbhar Bharat” (Self-Reliant India).

 

The vessel is part of India’s Eastern Fleet based in Visakhapatnam and has actively participated in multilateral and bilateral maritime operations across the Indo–Pacific and South China Sea.

 

The Busan port call goes beyond a goodwill visit—it includes both harbor and sea phases of engagement.

 

During the harbor phase, activities will feature cross-deck visits, professional exchanges, training sessions, and friendly sports matches. The commanding officer of INS Sahyadri is also scheduled to pay courtesy calls on senior ROK Navy officials and local dignitaries.

 

In the sea phase, INS Sahyadri will conduct a joint maritime maneuver exercise with ROKS Nojeokbong.

 

Both nations aim to use this exercise as a springboard to build a comprehensive cooperation framework encompassing maritime security, technology exchange, and personnel engagement.

 

India’s deployment of INS Sahyadri to Korean waters underscores its growing role as a “Responsible Maritime Partner” and “Preferred Security Partner” in the Indo–Pacific region.

 

This inaugural India–ROK bilateral maritime exercise symbolizes a shared vision for a Free and Open Indo–Pacific (FOIP) and sets a new model for maritime stability and cooperation.

 

Both navies are expected to institutionalize such exercises and further expand their strategic partnership in the years ahead.
