[뉴스보고=오영세 기자] 카자흐스탄 코스타나이주에 들어선 기아의 해외 첫 ‘완성차 풀사이클 공장’이 본격 가동에 들어가며 중앙아시아 자동차 산업 지형에 굵직한 변곡점을 찍었다. 단순 조립을 넘어 차체·도장·의장까지 아우르는 완결형 생산체계를 갖춘 이번 공장은 현지 산업 고도화와 고용 창출을 동시에 견인하는 상징적 프로젝트로 평가된다.

이번에 가동을 시작한 기아의 ‘Kia Qazaqstan’ 신공장은 연간 7만 대 생산 능력에 자동화율 60%를 구현한 것이 특징이다. 대한민국 외 지역에서 기아 브랜드가 완성차 전 공정을 구축한 것은 이번이 처음으로, 카자흐스탄 자동차 산업 역사상 최대 규모의 투자 프로젝트 가운데 하나로 꼽힌다. 공장 건설은 착공 이후 2년도 채 되지 않는 기간 내에 완료돼 실행력 측면에서도 주목을 받았다.

총사업비는 1315억 텡게(한화 약 3945억 원) 규모로, 실제 투입된 투자액만 178억 텡게(한화 약 534억 원)에 이른다. 생산설비 구축 과정에는 서연이화, 보광 등 주요 한국 협력사가 참여해 코스타나이를 중심으로 한 ‘완성차 풀사이클 자동차 클러스터’의 토대를 다졌다. 이는 단일 공장 가동을 넘어 부품·물류·서비스까지 연계되는 산업 생태계 확장으로 이어질 가능성을 높인다.

고용 효과도 뚜렷하다. 공장 가동과 함께 약 1500개의 상시 일자리가 창출됐으며, 인력 양성은 코스타나이주 내 10개 전문대학과의 연계를 통해 진행되고 있다. 현지 교육기관과 산업 현장을 잇는 구조는 숙련 인력의 안정적 공급과 장기적 기술 축적이라는 두 마리 토끼를 동시에 노린 포석으로 읽힌다.

업계에서는 이번 공장 가동을 계기로 카자흐스탄이 중앙아시아 자동차 생산·수출 거점으로 도약할 수 있을지 주목하고 있다. 기아의 완성차 풀사이클 공장이 단순한 해외 생산기지를 넘어, 한–카자흐 산업 협력의 상징이자 지역 산업 전환의 촉매로 기능할 것이라는 기대가 커지고 있다.

Far beyond simple assembly, the new facility integrates body, paint, and final assembly processes into a complete production system, and is being widely regarded as a landmark project that simultaneously drives industrial advancement and job creation in the region.

The newly launched ‘Kia Qazaqstan’ plant boasts an annual production capacity of 70,000 vehicles and an automation rate of 60%. This marks the first time Kia has established a full-cycle vehicle production system outside Korea, positioning the project as one of the largest investments in the history of Kazakhstan’s automotive industry. Notably, the plant was completed in less than two years from groundbreaking, underscoring Kia’s execution capability and project management efficiency.

The total project cost amounts to 131.5 billion tenge (approximately KRW 394.5 billion), with 17.8 billion tenge (approximately KRW 53.4 billion) in actual investment injected into the facility. Major Korean partner companies such as Seoyon E-Hwa and Bogwang participated in building the production infrastructure, laying the groundwork for a “full-cycle automotive cluster” centered around Kostanay. This is expected to extend beyond a single manufacturing site into a broader industrial ecosystem encompassing parts supply, logistics, and related services.

The employment impact is also significant. The plant has created approximately 1,500 full-time jobs, while workforce development is being carried out in cooperation with 10 technical colleges in the Kostanay region. By linking local educational institutions directly with industrial demand, the project is seen as a strategic effort to secure a stable pipeline of skilled labor while fostering long-term technological accumulation.

Industry observers are closely watching whether this development will enable Kazakhstan to emerge as a key automotive production and export hub in Central Asia. Kia’s full-cycle manufacturing plant is increasingly viewed not merely as an overseas production base, but as a powerful symbol of Korea–Kazakhstan industrial cooperation and a catalyst for regional industrial transformation.
